Shrewsberry Celebrates 20th Anniversary

Twenty years ago, Bill Shrewsberry founded Shrewsberry & Associates with four employees. These five individuals planted and cultivated a business seed that has matured into a national, multi-disciplined civil engineering and consulting firm with three core practice areas: civil engineering, landscape architecture, and construction services.

With nearly 100 employees and certifications in more than 29 states, Shrewsberry maintains its strong culture and core values as it continues to expand geographically in addition to size, scope, and complexity of projects. On behalf of the ownership team and all our employees, Shrewsberry would like to thank you, our clients and partners, for the opportunities to work on impactful community projects over the years. Whether large and iconic or small and less visible, we appreciate your trust in helping bring these dreams to life. Company History


  • On September 1, Shrewsberry and Associates, LLC (then S&A) is founded by William “Bill” Shrewsberry and included four other employees. Al Oak and Blake Wilson were also added to the original ownership team. The company initially focused exclusively on providing environmental consulting services.
  • Ten days after the company is founded, the terrorist attacks of 9/11 occur.
  • Shrewsberry its first-ever project: Environmental Phase 1 services for the CR White residential development.
  • Though not initially named as such, the inaugural World of Thanks gathering is held. The annual pitch-in celebrates the company’s cultural mix of employees.


  • The company hires its 10th employee.
  • Shrewsberry earns its first construction inspection project. The company’s role is to inspect the remodeling of one of INDY Housing Agency’s residential buildings.
  • Shrewsberry works on the planning for Pogues Run CSO 034 and 035 in Indianapolis. The project is the company’s first wastewater engineering project and led to pursuits with DC Water in Washington, D.C.


  • Shrewsberry begins work on the new Midfield Terminal at the Indianapolis International Airport as part of the Owner’s Representative Services contract with BSA Lifestructures. The firms were responsible for managing and overseeing all planning, design, QA/QC, and construction during the project.
  • HNTB and Shrewsberry (subconsultant) were selected by INDOT to design the Accelerate I-465 rebuild and widening project on the westside of Indianapolis. This project, the first major roadway design in Shrewsberry’s history, provided the opportunity for mentorship from a national firm.


  • Google is introduced as an internet search engine.
  • As financial revenue grew and contracts became more complicated, the company hired its first controller (Bob Boyd).
  • The company’s growing environmental technical staff added new clients: Kroger, Indianapolis Public Schools, IMA Materials, Indianapolis Public Library, and the French Lick Casino and Resort.
  • Shrewsberry reaches 25 full-time employees on staff.


  • Shrewsberry’s Construction Services Division begins working on the Motorola Project SAFE-T project for the State of Indiana. The company’s scope of services included site acquisition for 86 800MHz cell towers.
  • The company completes its first-ever airfield design project: Taxiway H at the Indianapolis Internal Airport.
  • Al Oak sells his ownership stake; Kenneth Beache and Jeanne Chandler join the ownership team. Chandler becomes the first female on Shrewsberry’s ownership team.


  • Missy Quiggins joins the firm as Office Manager and leads the formation of the Human Resources Department.
  • Shrewsberry celebrates its fifth anniversary at Highland Golf & Country Club in Indianapolis.
  • Shrewsberry becomes a member of the Owner’s Technical Representative team for the Indiana Stadium and Convention Building Authority during the planning, design, and construction of Lucas Oil Stadium and the expanded Indiana Convention Center.


  • Apple’s Steve Jobs introduces the first iPhone.
  • Shrewsberry is awarded the design of the FedEx apron as a prime consultant by the Indianapolis Airport Authority.
  • Shrewsberry begins work on the program management team for the Indianapolis Department of Works during the sale of the water and wastewater utilities to Citizens Energy Group.
  • The company hires a local marketing agency to rebrand S&A to Shrewsberry & Associates; a new logo and brand identity package is introduced.


  • Shrewsberry moves its Indianapolis corporate office location to 7321 Shadeland Station.
  • Joe Wiesinger, a project manager who helped form Shrewsberry’s Construction Services division in 2002, joins the ownership team as Vice President of Construction Services.
  • As Shrewsberry’s geographic expansion continues across the U.S., the need to register in multiple states as a certified MBE/DBE increased. Charmaine Law joins the firm to manage the application process, which eventually leads to certifications in more than 28 states.
  • Lucas Oil Stadium opens with the Indianapolis Colts hosting the Chicago Bears in an NFL preseason matchup.
  • The Midfield Terminal project at the Indianapolis International Airport is substantially completed.
  • The worst economic recession since the Great Depression grips the United States.
  • U.S. elects Barack Obama as its first-ever black President.


  • Bill Shrewsberry, Kenneth Beache, and Joe Wiesinger travel to Washington, D.C. for preliminary discussions with DC Water leaders and partner firms about the Clean Rivers Program, which is the long-term control plan for the D.C. area.
  • Shrewsberry becomes the program manager for the IU Health (Clarion) Saxony Hospital in Fishers (Indiana).


  • Jet Magazine features Shrewsberry in its September issue focused on black-owned U.S. businesses.
  • Shrewsberry opens its office in Washington, D.C.
  • Shrewsberry joins the program management team working directly with the Indianapolis Department of Public Works to implement their Rebuild Indy program. This effort expended hundreds of millions of dollars into the city infrastructure. The program also assisted with downtown improvements to parks, bridges, streets and sidewalks in advance of Super Bowl XLVI (2012).
  • Geographic expansion reached Ohio and Shrewsberry opened a Cincinnati office focused on providing wastewater engineering services.


  • Shrewsberry celebrates its 10th anniversary at Clarian (IU Health) Fairbanks Hall on the Indianapolis Canal Walk.
  • Shrewsberry is the recipient of the Workforce Diversity Award at the 10th Annual Mayor’s Celebration of Diversity Awards hosted by Indianapolis Mayor Greg Ballard.
  • Jeanne Chandler departs Shrewsberry and founds Journey Engineering, an Indianapolis WBE engineering firm.


  • Shrewsberry joins the project team, led by Tri-Venture with Mortensen, Hunt Construction, and Sanders, to construct the new Hotel and Transit Center at the Denver International Airport.
  • Shrewsberry expands west and opens an office location in Denver (Colorado). The Denver office provides engineering design services for aviation, transportation, site civil, and program, construction, and quality management services. James Corbin and Brad Frederick are the first Denver employees.


  • Eric Rolle (Vice President of West Operations) and Paul Vincent (Director of Engineering) join the ownership team, which increases to six members.
  • Work on the RTD North Metro Rail Line Extension Project begins in Denver, marking Shrewsberry’s first mass transit project.
  • Staff members work on the company’s first-ever traffic engineering project: Leo-Cedarville (Indiana) Comprehensive Plan.
  • With the addition of Steve Wheeler, Shrewsberry’s first Washington, D.C. area employee, the company begins work on the DC Water Clean Rivers Team. The Blue Plains Tunnel is the first of six tunnel projects.


  • Nola Albrecht joins the firm as an Engineering Manager and contributes to the success of several business development pursuits that lead to the formation of the Landscape Architecture Department. Two additional new hires join the LA team: Doug Decker and Zach Berninger.
  • The Landscape Architecture team’s first project is the remodel of the Simon Skjodt Assembly Hall on the campus of Indiana University in Bloomington, Indiana.
  • Shrewsberry’s roadway design engineers begin work on the company’s first-ever P3 project for INDOT on the I-69 Section 5 expansion.
  • As operations and services expanded in Denver, Matt Nutter joins Shrewsberry to manage several Denver International Airport projects. Nutter is a critical component to expanding Shrewsberry’s aviation engineering services and elevating the company’s status with other larger aviation design firms.


  • The RFTA – Glenwood Maintenance Facility marks the first major OTR project for the Shrewsberry Denver office.
  • The company reaches 50 full-time employees.


  • Missy Quiggins joins the ownership team and is elevated to Vice President of Administrative Services.
  • Anthony Warren joins the leadership team, bringing 17 years of corporate experience, ranging from engineering design, innovation, strategy, business leadership, and growth. He becomes Shrewsberry’s Director of Corporate Strategy.
  • Shrewsberry begins QA/QC work (with Hunt Construction) at the Louis Armstrong International Airport in New Orleans (MSY).
  • Kenneth Beache purchases the rights to Shrewsberry’s environmental services division, including 12 employees, and forms Metric Environmental.
  • Paul Vincent sells his ownership stake and departs the company.
  • Shrewsberry celebrates its 15th anniversary with employees and clients at the Eiteljorg Museum in Indianapolis.


  • Four new members join the ownership team (Anthony Warren, Nola Albrecht, Matt Nutter, and Jarvis Jointer).
  • Under Transportation Director Michael Farmer’s leadership, the Midwest Transportation Department is selected on three INDOT on-call contracts, each exceeding $2 million.
  • Shrewsberry begins construction inspection work on the first mass transit line in Indianapolis. The Red Line is the first in three Bus Rapid Transit systems planned. The company also assists with the design of each of the lines and super stops.
  • Shrewsberry joins the WSP team responsible for providing civil engineering design, maintenance of traffic, and traffic engineering for the $1.17 billion Central 70 design-build project owned by the Colorado Department of Transportation in Denver. The P3 project features the underground reconstruction of 10 miles of Interstate roadway to transform the four-acre cover into a park.
  • The company reaches 75 full-time employees on staff.
  • The City of Indianapolis selects Shrewsberry and a team of several other firms as the Owner’s Technical Representative for the Indianapolis-Marion County Community Justice Campus (CJC). Mayor Joe Hogsett’s administration creates the $571 million legacy project as a vision for criminal justice reform in Indianapolis.


  • The $2.3 billion Transform 66 – Outside the Beltway project is completed. The project is Shrewsberry’s first project in the Commonwealth of Virginia and with the Virginia Department of Transportation. As a subconsultant to American Structurepoint, Shrewsberry provides civil engineering design services on the International Roadway Design Team.
  • Shrewsberry begins work on the Northeast Boundary Tunnel project for DC Water — the fourth tunnel project for the Clean Rivers Project Team. The company’s scope includes providing project controls and inspection services on each tunnel.


  • In early 2019, Bill Shrewsberry relinquishes his ownership of Shrewsberry & Associates. In his new role as Founder, Shrewsberry leads the company’s involvement in the Marion County Community Justice Campus project and provides consultation in an advisory capacity.
  • Anthony Warren becomes the second-ever CEO and President of Shrewsberry.
  • As a result of new project work, Dallas (Texas) and Evansville (Indiana) become the home of two new Shrewsberry offices.
  • The company is named to the list of Best Places to Work in Indiana for the first time.
  • Shrewsberry joins a team led by Populus, a global architectural design firm, responsible for the expanded and re-envisioned exterior plaza of Bankers Life Fieldhouse in Indianapolis. Shrewsberry’s responsibilities would include hardscape, plaza design, and site civil services. The new plaza will form connections with surrounding pedestrian areas and function as an added amenity on events and an added community asset year-round.
  • As part of a multi-firm team, Shrewsberry is selected to complete work at the 16 Tech Innovation District, an urban innovation district developed in the historic Riverside neighborhood and within the Indiana Avenue Cultural District on the northwestern edge of downtown Indianapolis. Shrewsberry would initially offer Landscape Architecture and Site Civil services. As the project grew and additional phases were added, other company offerings such as construction inspection, roadway design, and water resources were provided.
  • Jarvis Jointer relinquishes his ownership in Shrewsberry and starts his own MBE firm.


  • Shrewsberry opens its 11th and 12th U.S. office locations in Nashville (Tennessee) and Seattle (Washington). The company’s aviation partnerships specifically lead to work at the Seattle-Tacoma and Nashville International Airports.
  • The company reaches 95 full-time employees on staff.
  • The COVID-19 pandemic wreaks havoc on the world. Many of the world’s businesses, including Shrewsberry, scramble to mobilize operations to include work-from-home and virtual office environments to help eliminate the spread of the virus.
  • Jeanne Chandler, a former member of the Shrewsberry ownership team, passes away.


  • Resources from the Landscape Architecture and Water Resources Departments collaborate to begin design work on the RiverRenew design-build project in Alexandra (Virginia). RiverRenew includes multiple projects that consist of a new tunnel system and upgrades to the city’s wastewater treatment facility.
  • Nola Albrecht retires after 36 years in the AEC industry, seven of which were with Shrewsberry.
  • Shrewsberry celebrates its 20th anniversary as an engineering consulting firm.


  • Michael Farmer, Director of Transportation, joins the ownership team as an associate owner.

As we celebrate our 20th year anniversary, I extend my deepest and most sincere gratitude to every current staff member of Shrewsberry & Associates. I greatly appreciate your hard work, dedication, and commitment to our company and our families. I also recognize and appreciate the previous contributions of the alumni that have contributed to our growth and successes. As a team we have overcome several challenges together — the 9/11 terrorist attacks, 2008/09 recession, and COVID-19 pandemic.

In my mind, this anniversary defines success. Shrewsberry is a testament to reaching your dreams. Bill wanted to create a company with a legacy he could pass on to others.
